Several smaller units give better resilience and let you match load growth, at higher cost per kVA and more floor area. One large unit is cheaper and more efficient at full load but creates a single point of failure.
For indoor plant rooms inside occupied buildings, effectively yes in most jurisdictions. Outdoor oil immersed units are still used where a dedicated, bunded external substation exists.
Specify a maximum sound level, use anti-vibration mounts, flexible connections and, where necessary, an acoustic enclosure. Locating the plant room away from quiet zones is the cheapest measure of all.
